Wall Street is preparing for what could be the most significant overhaul of US Treasury issuance guidance since early 2024. The expected changes follow recent remarks by Treasury Secretary Scott Bessent, who surprised dealers with his willingness to intervene in the bond market to push yields lower.

For more than two years, the Treasury’s quarterly policy statement has outlined broadly stable plans for issuing notes and bonds. Dealers now expect Wednesday’s announcement to depart from that approach.

A possible change could open the way for lower sales of the longest-dated debt in 2027. The Treasury could offset those reductions with larger auctions of bills and shorter-term notes, according to market expectations.
