Binance says customer withdrawals have stabilised after a major cryptocurrency theft, while North Korea has dismissed US claims that it was responsible for the attack. The exchange’s co-CEO, Richard Teng, said the company was in “very strong financial health” and had replenished 95% of the affected tokens.
Teng told a Hong Kong Fintech Week event on Tuesday that withdrawals surged during the first 24 hours but had since largely returned to normal. Binance said earlier that hourly deposits were exceeding withdrawals, pointing to improving user activity and stabilising flows.
Customers had withdrawn a net $4.72 billion as of Monday after the exchange suffered a theft involving more than $6 billion in crypto assets, according to the report. Binance said it had reopened withdrawals for additional assets on Tuesday, after resuming some withdrawals on Sunday following a freeze of more than two days.
The exchange has also introduced a campaign running through November 21, offering fee rebates, rewards for eligible users with at least $10,000 in cumulative trading volume, and rates of up to 10% on certain yield-generating products. Binance said net outflows since withdrawals resumed amounted to around 3% of the assets on its platform.
The FBI said over the weekend that North Korea was responsible for the theft. Kim Yo Jong, the sister of North Korean leader Kim Jong Un, rejected the accusation in comments reported by state news agency KCNA, calling it “absurd rhetoric” and a political provocation. She said the allegations reflected US hostility but did not provide evidence disputing the FBI’s claim.
North Korea faces scrutiny over crypto thefts, which analysts say may provide funds for its weapons programmes. Blockchain analytics firm Elliptic estimates the country has stolen $7.6 billion in cryptocurrency this year, more than in any previous year. Chainalysis estimates that 89% of crypto hack losses in 2026 were linked to North Korea, compared with 15% in 2021.
Analysts in Seoul said Pyongyang’s rapid response may reflect concern that the allegation could prompt stronger efforts to disrupt revenue streams it is accused of using. Binance customers’ relatively contained outflows, meanwhile, were described by analysts as a sign that confidence in the exchange had largely held up.
